System review of public administration institutions of Bosnia and
Herzegovina--CARDS program
The project period is 12 months, the location is Sarajevo.

Albania, Bosnia-Herzegovina, Croatia, the Federal Republic of Yugoslavia and

Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia,
Slovenia, or of the following States of South East Europe: Turkey, Cyprus
and Malta.

1. Short Project Description
Objectives
* Independent and accountable public administration, in line with EU
standards and practices.
* To provide the three BIH governments with a strategy for the reform of
public administration.
Specific Activities
* To assist the three BIH governments in designing and carrying out a system
review The Contractor's team is expected to assist the three BiH governments
to design and carry out a system review of public administration
institutions. The review will focus on common functions across a number of
institutions at all levels of Government (to be defined during the Inception
Phase) and will assess the ability of administration to function in an
integrated manner. The review will focus on personnel issues (employment
policy/human resources management), public finances, legislative drafting,
administrative procedure and IT networking. The main focus of the review is
to provide information on the comparability in performance of the
above-mentioned functions across different institutions at different levels.
* To facilitate in preparation of the terms of reference of EC assistance to
public administration reform
The Contractor's team is requested to facilitate the preparation of the
terms of reference for an EC project focusing on implementation of the
recommendations of the system reviews and/or of the comprehensive reform
strategy of the public administration, which will be developed by the Public
Administration Reform Task Force. The main responsibility in designing and
preparation of the Terms of Reference lie among the three governments and
will have to be initiated by them.
2. Personnel Requirements
The contractor shall propose 2 long-term experts (1 international and 1
local), who are based in BiH 95% of time throughout the assignment.
## Key Expert 1: Team Leader
The international long-term expert will be responsible for overall project
coordination activities (Team Leader) and s/he will also ensure the overall
quality of the services provided and of all project deliverables. S/he
should have the following:
Qualifications and skills
* A university or postgraduate degree, preferably in public or business
management and administration or related fields.
* Specific training in organizational management would be a distinct
advantage.
* Fluency in both written and spoken English. Knowledge of the local
language would be an advantage.
* Excellent communication skills and ability to lead a team in a
multi-cultural environment.
General professional experience
* A minimum of 10 years of professional experience working with and/or
public administrations.
* Track record as team leader with significant management responsibilities
* Experience of providing technical assistance to Governments, and working
with various levels of Government, in designing and implementing reform
processes.
Specific professional experience
* Extensive practical experience in developing and carrying out system (or
functional) reviews.
* Experience in Candidate Countries (during their pre-accession phase) in
fields closely related to the provision of policy and strategy advice on the
reform of public administration.
## Key Expert 2: Deputy Team Leader
The local long-term expert (Deputy Team Leader) will be responsible in
assisting the international long-term expert in all project activities. S/he
should have the following qualifications:
Qualifications and skills
* A university degree in public or business management and administration or
related fields
* Knowledge and practical understanding of the operation of public
administration and the mechanism of government in BiH.
* Good command of English (both spoken and written) as well as of the local
language.
General professional experience
* Minimum of 5 years professional management experience.
Specific professional experience
* Experience in working with the various levels of Government in BiH.
* Experience in working with Candidate Countries in their pre-accession
phase would be a distinct advantage.
