Position Announcement
The Eurasia Foundation
Position: Moscow Regional Director
Location: Moscow
The Eurasia Foundation Moscow Regional Director serves as the
Foundation's representative, decision-maker, and spokesperson in the
central Russia region, with primary responsibility for planning and
implementing a small grants program in support of local institutions
that promote private sector development, local government reform and
civil society development. The Moscow Regional Director reports to
the Regional Vice President for Russia who is also based in Moscow.
Responsibilities for this position include oversight of the
Foundation's Moscow regional office in the areas of Grant Programs
(with a multi-million dollar grant budget), Human Resources and
Administration, Accounting, Grants Management, Fundraising and
Development. Experience: Significant professional experience (at
least 10 years) in a relevant field in the business, nonprofit, or
government sectors. Previous management-level field experience in the
NIS is required, as is native-level fluency in written and spoken
English and a high level of proficiency in Russian. Strong
communication, management, and computer skills are highly desirable.
Educational attainment should be to the level associated with the
achievement of a master's degree, preferably in the area of public
policy, public administration, economics, for business management.

POSITION 2
The Eurasia Foundation
Title: DevelopmentOfficer
Reports to: Regional Vice President for Russia
Location: Moscow, Russia
Position Summary
Under the supervision of the Regional Vice President forRussia, the
Development Officer is responsible for planning and implementing
adiverse fundraising and outreach program for Russia. This involves
establishing and maintaining relationships with awide variety of
corporate representatives, foundation, foreign government,
andindividual donors at the local, regional, national, and
international levels toengage funders in supporting Eurasia
Foundation activities.
Principal Duties and Responsibilities
In carrying out these responsibilities, the Development Officer
duties will include, but are notlimited to, the following:
� Develop an annualand long-term fundraising and outreach plan in
consultation with the regionalvice president, the Russian regional directors
in Moscow, Saratov, andVladivistok, and the D.C. development office;
� Develop a list ofdonor prospects and cultivate them on an ongoing basis;
� Generate conceptpapers, proposals and reports to donors;
� Facilitate visitsto the regional offices for EF staff,
congressional delegations, major donors,and others;
� Coordinate with theD.C. development staff on all outreach and
fundraising initiatives;
� Accompany theregional vice president and/or Russia regional directors to
meetings withfunders and other contacts as appropriate;
� Supervise thedevelopment and content of the office's web site, in
collaboration with programand technical staff;
� Coordinate theproduction of newsletters;
� Work with programstaff, writing success stories for use in local
publications and for submissionto the DC development office;
� Coordinate contactwith the press and other groups in connection with
newsworthy activities;
� Represent EF atvarious conferences, meetings, and events;
� Assist the regionalvice president for Russia on programs and other
aspects of the Foundation's work, as needed.
Qualifications
Education:  Educational attainment should be to the level of college
degree or equivalent.
Experience:  A minimum of three or more years offundraising.
International fundraisingand NIS regional experience are preferred.
Strong strategic planning, organizational, written, and
oralcommunication skills are required.
Other: Strong fluency in oral and written Russianskills; near native
English language ability; and knowledge of the NIS.  Strong computer
skills required.
