POSITION ANNOUNCEMENT
REPRESENTATIVE--MOSCOW, RUSSIA
SUMMARY DESCRIPTION:
The Representative directs the Foundation's activities in Russia,
with overall responsibility for the Foundation's presence in the
country, overseeing the Foundation's programs, managing the office,
and generally representing the Foundation to its several publics.
Specifically, the Representative: (1) leads the Foundation's
programmatic activities, assessing the implications of political,
social, cultural and economic developments in the region; supervises
and works closely with program staff in developing, monitoring and
evaluating grants and projects; and manages a small grants portfolio
of his/her own; (2) manages the office, with responsibilities which
include: preparing and overseeing the budget; monitoring the official
Memorandum of Understanding with the Russian government; overseeing
all legal matters, including contracts and leases; and supervising
the local administrative staff and the day-to-day office operations
which they conduct; and (3) represents and interprets the Foundation
to grantees and colleagues and maintains effective ties with local
leaders, official and non-governmental agencies and other donors. The
Representative collaborates with the Foundation's Program Officer for
Eastern Europe in developing regional strategies as appropriate, and
represents the needs of the Russia program to the Foundation at
large. More broadly, the Representative contributes to
priority-setting and review in the three thematic programs within
which the Foundation organizes its grantmaking: Peace and Social
Justice; Asset Building and Community Development; and Education,
Media, Arts and Culture.
QUALIFICATIONS:
Demonstrated leadership, planning, management and analytical skills;
excellent written and oral communication skills in the English and
Russian languages, combined with knowledge of its history and
culture; in-depth understanding of development processes and social
justice concerns; an appropriate graduate degree. Also desirable
are: previous relevant experience in Russia; familiarity with the
Foundation and expertise in one or more areas of the Foundation's
current program interests.
