Key expert 1: Team Leader (health insurance or social insurance expert)
A Team Leader for the whole duration of the Project (30 months). He or she
will serve all the project components as well as the general management of
the project and he/she will hold (a) the full responsibility for the
provision of deliverables and (b) the project's authority, which, however,
can be partially delegated to other members of the team, in keeping with the
methodology suggested by the Consultant. The Team Leader must be a Health
Insurance Specialist or Social Insurance Specialist with an extensive
experience in the reform of the health sector. The Team Leader must have, at
least:
- Strong professional experience (at least 10 years)
- Expertise in management of health care reform projects and familiarity
with health policy issues, notably those of the EU.
- Extensive experience in Health Insurance
- Extensive experience of managing complex technical assistance assignments
in transition countries
- Fluency in English
- Knowledge of Ukrainian and/or Russian would be an asset.
In addition to his/her specific technical expertise, the team leader should
have considerable experience in:
- Managing a team composed of expatriate and local technical specialists
- Supervising and co-ordinating all aspects of the project's technical work
- Ensuring good communication with the Project Partner and with other
international organisations and NGOs
- Organising and overseeing administrative and logistic support.
He/She will be based in Kiev with a minimum percentage of 80 per cent of
expertise time spent in Ukraine. He/She will co-ordinate his/her activities
with the beneficiaries and the project manager at the EU Delegation in Kiev.
He/She will work closely with both MOH (Ministry of Health) and the other
organizations involved in health care reform. Smooth collaboration between
the team leader and the Ministry of Health as well as with other Ukrainian
authorities is crucial to the implementation of the project. He/She will
participate in the Steering
Committee.
Key expert 2: Health Economist
The Health Economist will act as a Deputy Team Leader. He/she will work full
time for the project and is expected to spend at least 80 per cent of
his/her working time in Ukraine. The Health Economist will be responsible
for the definition and the implementation of the various aspects concerning
financial relations some aspects concerning contractual relations between
the Health Care Providers and the HIF. The candidate should have:
- At least 10 years professional experience
- Strong expertise in health economics particularly regarding tariffs and
payment mechanisms
-Experience in transition countries
-Experience and skills in negotiations and communication with health care
providers
- Fluency in English
- Knowledge of Ukrainian and/or Russian would be an asset
- Experience in managing a team.
Key expert 3: Lawyer / Legal expert
The lawyer or legal expert will work closely with both MOH and the various
Ukrainian authorities involved in the preparation of the sub-laws
(regulations, decrees, etc.) and in the modification of legal documents.
The candidate should have:
-At least 10 years professional experience
-Strong expertise in legal aspects of public health insurance organisation
and/or Mandatory Social Security organisations
- Experience in implementation and enforcement of EU/CEECs compulsory health
or social legislation
- Experience in working with state institutions and with senior politicians
and officials in an advisory role
- Experience in transition countries. Experience in Ukraine would be an
asset
- Fluency in English. Knowledge of Ukrainian and/or Russian would be an
important asset.
He/She will work closely with both MOH and the other state institutions
involved in the modification of the laws and the preparation of the
sub-laws. He/She will participate in the Steering Committee.
Key expert 4: Trainer
The trainer will be responsible for defining the training strategy. He/She
will advise and structure the various specific training programmes, draft
training materials, identify appropriate experts for delivery of the
seminars and facilitate the establishment of close relationships with
relevant European partner institutions. The trainer will also have to
supervise the necessary training activities in co-operation with other
international and local experts. The candidate should have:
- At least 10 years relevant professional experience
-Strong expertise in organising training strategies and drafting training
materials
- Experience in the reform of the health sector and/or social security
schemes and preferably in health management and financing
- Experience in transition countries and in PHARE/TACIS projects
- Experience in managing a team and co-ordinating its activities with other
components of a project.
-Fluency in English. Knowledge of Ukrainian and/or Russian would be an
important asset.
Key expert 5: IT specialist
The IT specialist will assist the MOH in the definition of the Health
Insurance Fund (national, regional and local) IT strategy. He/She will
evaluate the needs and will prepare the Strategic Plan covering the scope
and development of the future IT system. The candidate should have:
- At least 7 years experience in IT
- Experience in the definition of an IT strategy/reorganisationprogramme,
particularly in the Health Insurance sector and/or in a Social Security
Organisation
- Experience in transition countries and in PHARE/TACIS projects would be an
asset
- Ability to work in a team
- Fluency in English.
Key expert 6: Public Relations Specialist
The PR Specialist will be responsible for designing and implementing the
information strategy.
The candidate should have:
- At least 10 years professional experience
- Extensive experience in public relations/communication/information,
preferably in the health and/or social sector
- Experience in developing information materials
- Experience in Newly Independent States and knowledge of Russian/Ukrainian
would be an asset
- Fluency in English.

Contract description
The project is oriented towards 2 main aspects:
Technical Assistance to the Ministry of Heath (MoH) to prepare the
pre-requisite conditions for the implementation of the National level of
Health Insurance Fund/Regional level of Health Insurance Fund (NHIF/RHIF)
Development of regional pilot projects: 3 pilot areas will develop efficient
and effectively national "best practices" that will support the development
of a national strategy for the implementation of health insurance funds in
all regions and towns in Ukraine.
The Contractor will assist the Ministry of Health in order to strengthen its
policy-making, planning and implementation capacities and support the
development of a sound legislative basis for the establishment of a Health
Insurance Fund in Ukraine. Detailed mechanisms at the central and regional
level will be developed and extensive training will be provided to the MOH,
health administrators, employees of the Health Insurance Fund, regional and
local authorities. In addition, the Contractor will assist in conducting and
evaluating public information campaigns.
