1. Employment Regeneration Programme Kosovo--EuropeAid/114770/D/SV/KOS
The project is expected to commence in September 2003 and have the duration
of maximum 24 months. The base of the project will be in Pristina, Kosovo.
All proposed experts should have full computer literacy and be fluent in
English, both written and spoken.
2. International Project Manager (24 months)
The project manager will be responsible for the overall co-ordination and
implementation of the project. S/he will be responsible for the liaison with
the Agency, the Ministry of Labour and Social Welfare, the three pilot
regions and the social partners to ensure a qualified implementation and
co-ordination and a rapid problem solving. S/he will ensure full time
presence in Kosova throughout the programme. S/he will be responsible for
the over all management of the team of international and local long and
short-term experts.S/he will be responsible for the regular and final
reporting.
Qualifications and skills:
S/he should have at least the following qualifications:
· Relevant educational background (university degree in related area)
· Excellent communication skills
· Excellent project management skills
· Fluent in English, Albanian would be an asset
· Flexibility and creativity
· Mentoring skills
General professional experience (10yrs):
· Experience in project management with teams composed of international and
local technical specialists
· Experience of senior management responsibilities in public or independent
organisation
· Experience in transition economies
Specific professional experience:
· Experience of management in the field of employment and labour market
· Significant experience in labour market measures for vulnerable groups at
the labour market: young, women, minorities and long-term unemployed
· Experience in co-operation with social partners in a tri-partite system
· Experience of managing EC projects and project cycle management
3. Senior training expert (10 months)
S/he will be responsible for the training needs analysis of the management
in Department of Labour and Employment. S/he will be responsible for
training of trainers, supervising the training of the staff in employment
services. S/he will be responsible for revising the job descriptions and
revise the existing training needs analysis
according to the operational staffs training needs, including the new skills
demanded in the three pilot regions.
Qualifications and skills:
S/he should have at least the following qualifications:
· Relevant educational background (university degree in related area)
· Excellent communication skills
· Fluent in English, Albanian would be an asset
· Mentoring skills
General professional experience: (10 yrs):
· Experience in development of human resources at managerial as well
operational level.
· Experience in employment service
· Experience in a transition country
Specific professional experience:
· Minimum 5 years of experience of in skills needs assessment, development
of training plans, training of trainers and evaluation.
4. Senior expert in development of employment strategies (7 months)
S/he will be responsible for assisting MLSW, Department of Labour and
Employment in the development of the Employment strategy for Kosovo. S/he
will assist the social dialogue between the labour market partners at local
and central leve l and assist the Tri-partite Pilot Project Approval Board
in assessing the project proposals and assist the evaluation of the outcome.
Qualifications and skills:
· S/he should have at least the following qualifications:
· Relevant educational background (university degree in related area)
· Excellent communication skills
· Fluent in English, Albanian would be an asset
General professional experience: (10yrs):
· Experience of support to capacity building
· Experience with EU and international co-operation
· Experience in tri-partite co-operation Specific professional experience:
· Experience in the development of employment policies at governmental
level
· Experience in the development, implementation and evaluation of national,
regional and/or local employment actions
· Experience in transition countries
5. Expert in local employment development (24 months)
S/he will be responsible for assisting MLSW in defining the pilot generation
actions to be launched during the programme. S/he will be responsible for
assisting MLSW in the describing criteria for approval, implementing and
evaluation of the pilot projects. S/he will be responsible the work of the
Task Force Unit assisting the three pilot regions to initiate and carry the
pilot projects through. S/he will assist and train the Local Employment
Generation Boards and the Tripartite Central Approval Board in pilot project
procedures
S/he will assist the local stakeholders to design pilot projects according
to the described criteria.
Qualifications and skills:
S/he should have at least the following qualifications:
· Relevant educational background (university degree in related area)
· Excellent communication skills
· Fluent in English, Albanian would be an asset
· Extrovert, flexible and creative
· Mentoring skills
General professional experience: (10yrs):
· Experience in the implementation of active employment measures
· Experience in employment measures for vulnerable groups at the labour
market, such as young, unskilled, women, minorities and long-term unemployed
Specific professional experience:
· Experience of co-operation with local stakeholders and social partners at
local level in implementation of active employment measures.
· Experience with EU employment strategies and actions.
· Minimum 5 years of project management experience

Contract description
The provision of long and short term international and national expertise to
contribute to economic and social stabilisation in Kosovo through supporting
the development of an employment strategy responsive to local as well as
global social, democratic principles and economic needs by:
1. Building the capacity of the Ministry of Labour & Social Welfare to
provide effective and appropriate employment support services, including the
network of Employment Offices
2. Promotion of a process of social dialogue to develop a national strategy
on employment that will focus on economic and employment generation at
municipal level.
