POSITION: Russian Far East Trainer/ Coordinator, PCN 731114
LOCATION: Russian Far East
EMPLOYER: American Russian Center, University of Alaska Anchorage
RESPONSIBILITIES: Under the supervision of the American Russian
Center Training Program manager, work with 4-7 Russian small business
satellite training center managers in locations throughout the Russian
Far East to develop the institutional capability to finance and conduct
small business management training programs including planning,
implementation, review, and evaluation of training; coordinating
selection of Russian candidates for training and developing curriculum.
Provides advice and assistance to Russian center managers on fiscal
matters and financial management of the centers. Coordinate
implementation of UAA accounting procedures at satellite centers in the
RFE. Develop and implements training program for center accounting
staff and provides staff supervision of satellite center accountants on
site in the RFE. Assist Russian center managers to develop annual
program and budget. Oversee execution of training programs and develops
methods to evaluate effectiveness of training programs. Provide training
to center managers and staff on grant writing. Assist center manager
review and assess the capabilities and materials of Russian trainers
from RFE partner institutions in areas such as finance, banking,
accounting, economics, and other related areas. Assist in the selection
of instructors, materials, and other related items to create the best
program possible. Define, monitor and update project training goals,
accomplishments, and objectives.
QUALIFICATIONS: Masters Degree in business or related field preferred.
Russian language ability, reading, writing and speaking skills required.
Knowledge of Russian history, culture, geography, and government
preferred. Preference for an individual with professional work
experience in several project related fields (such as consulting
,banking, finance, sales, teaching, marketing, management, financial
services). Possess academic and practical ability to properly organize
small training organizations and evaluate and assemble training
materials, and assess complex business needs and provide solutions.
Excellent human relations skills and the ability to exercise discretion
and independent judgment, and manifest sensitivity to cultural
differences in HR management and educational practices. High level of
writing, computer proficiency, communication and negotiation skills in
both English and Russian required. Ability to apply a variety of complex
organizational policies and procedures. Need to be organized and detail
oriented.
