Location: Tajikistan
Mercy Corps' Civil Society initiative has become a strong voice for the
development of a participatory and peaceful society in Tajikistan. Amongst
other activities, Mercy Corps has funded and provided technical assistance
to citizens working groups that have formed around the issues of women's and
children's rights, the rights of the disabled, civil rights and conflict
resolution.
To meet this challenge, Mercy Corps is in search of Civil Society Program
Manager to manage and implement Mercy Corps' civil society strategy in
Tajikistan. This includes assisting local civil society organizations and
individual citizens to increase their level of participation in local
decision-making, promote accountability and transparency, and establish
opportunities for dialogue, consensus-building, and peaceful change. The
program ultimately seeks to demonstrate the importance of civil society in
creating a more enabling environment for successful relief and sustainable
development.
This position requires a BA/S or equivalent in international development,
social sciences or other relevant field and 5 years experience with civil
society program development and implementation. Three years experience
working closely with indigenous NGOs and citizens' groups, managing diverse
and disparate civil society projects, leading a team and ensuring donor
grant compliance is required. Demonstrated skill and experience with grants
management, coalition-building, NGO organizational development, civic
education, democracy promotion, conflict management, or human rights is
necessary. Proven understanding of grassroots organizing, political and
economic development, human rights and civil society is vital. Demonstrated
experience and success with proposal development and donor relations and a
well-developed ability to conceptualize and actualize ideas is necessary.
Experience in monitoring and evaluating activities for conformance with
project goals, outputs, and time frames and budget planning, analysis, and
monitoring is required. Effective verbal and written communication,
multi-tasking, organizational, prioritization skills are necessary.
Demonstrated attention to detail, ability to follow procedures, meet
deadlines and work independently and cooperatively with team members is
required. The ability to travel is required. An MA/S, regional experience
and Russian or Tajik language ability preferred.

Chief of Party
Location: Montenegro
Due to the expansion of our role as a leading relief and development
organization in the Balkans, Mercy Corps is in search of a senior manager to
be our Chief of Party (CoP), based in Podgorica, Montenegro. In this
proposed position, the CoP will oversee a talented international and local
staff assisting poor communities in overcoming organizational,
infrastructure, economic and environmental barriers to community
revitalization through civil society programming.
The Chief of Party is a senior leadership position with supervisory and
managerial responsibility over all in-country personnel, programs and
policies. The CoP will provide vision and leadership in project
implementation and administration and monitor overall program performance.
The Chief of Party must be able to maximize budget resources and personnel
development and remain flexible in a continually changing environment. He or
she will ensure that Mercy Corps' community development activities are
planned and executed with quality, accountability, and measurable impact.
This position requires an MA or equivalent in a social science or management
and 7 to 10 years of field experience in international relief and
development programs. Five years practical experience in community-based
programming, capacity building, NGO and sub-grant management as well as
proven skills in financial management are necessary. Must have 5 years of
senior-level leadership and field management experience including prior
experience with USAID and other bilateral funding agencies. Demonstrated
ability to function as a social entrepreneur and proven success with
building, managing and leading a team of professionals is required.
Successful and proven negotiation, communication, organization, and
prioritization skills and experience are necessary. Demonstrated sensitivity
with people and issues of the region. The ability to function as a team
player among peers is vital. The ability and desire to grow individually and
professionally is important.
