Romania - Strengthening the central public administration in the field of EU
affairs with a special focus on managing EU programmes
The project is expected to commence November 2003 and the project period
will be 12 months from this date. The location is Bucharest.

1. Short project description
Objective
Capacity strengthening of institutional structures involved in managing EU
pre-accession funds in programme preparation, implementation, monitoring and
assessment.
General description
The project is focused on the qualitative improvement of the human resource
capacity within that part of central public administration that is directly
involved in EU pre-accession programme management.
Special attention should be paid to ensure the harmonisation of the
activities  with existing strategies and actions already undertaken and
focused on strengthening the entire public administration system in Romania.
This project will be focused on two directions:
1. The first one is linked to design a mechanism and/or instrument,
which enables all PIU's and other structures within the public
administration involved in managing EU funds, to get continuous access to
the best practices in programme design, implementation, monitoring and
evaluation.
2. The second one is related to providing training and transfer of
know-how through activities and means already established.
The project involves 4 components:
* Designing the mechanism for continuous training and dissemination of
best practices in programme design, implementation, monitoring and
evaluation
* Training Module Design, Organisation and Delivery
* Workshops on monitoring and evaluation
* Training of civil servants during study tours at relevant
institutions applying the decentralised systems of management of the
Community funds
Target Groups
The main target group of the present project are civil servants from
contracting and implementing authorities within the Romanian public
administration, which are directly responsible for the proper preparation
and effective management and monitoring of EU funded programmes and
projects.
2. Personnel requirements
Key expert 1: Team Leader (long term EU expert: 12 man/months)
The team-leader will dedicate 50% of his time to typical team-leader
responsibilities. The remaining part of his time, the team-leader will
operate as one of the international subject experts under component 1
(design of a training mechanism) and component 2A (basic PCM training course
delivery).
Qualifications and skills
* University degree in law, public administration, social sciences or
a combination.
Able to:
* Managing a team composed of international and local specialists.
* Supervising and co-ordinating all technical aspects of a contract.
* Ensuring good communication.
* Organising and overseeing administrative and logistical support.
* Operating as trainer/facilitator.
General professional experience
* Thorough experience in previous training assignments.
* A proven track record of similar assignments in CEE countries.
Specific professional experience
* Thorough knowledge of the PCM approach.
* Thorough knowledge of pre-accession working procedures and highly
familiar with Phare planning and programming documentation.
Key expert 2: Senior Expert for Developing a Training Mechanism (short term
EU expert: 40 working days)
Qualifications and skills
* University degree in law, public administration, social sciences or
a combination.
General professional experience
* Familiar with EU pre-accession programming.
* Familiar with the PCM approach.
* Proven track record in training assignments in member countries in
the public sector in EU
Specific professional experience
* Thorough knowledge of training mechanisms and proven experience with
the design of training methodologies for public sector institutions.
* Working experience in CEE countries.
Key expert 3: Senior Expert on Basic PCM Training (short term EU expert: 68
working days)
Qualifications and skills
* University degree in law, public administration, social sciences or
a combination.
* Thorough knowledge of EU pre-accession programmes and procedures.
* General professional experience
* Proven track record in training assignments in the public sector in
EU member countries.
* Working experience in similar assignments in CEE countries.
Specific professional experience
* Thorough knowledge of training design mechanisms.
* Familiar with drafting training modules for public sector
institutions.
* Thorough knowledge of the PCM approach.
* Thorough knowledge of the Practical Guide to EC External Aid
Contract Procedures (PRAG).
