TITLE: Grants Officer
REPORTS TO: CFO
LOCATION: Washington, DC
ABOUT IREX:
IREX is an international nonprofit organization dedicated to the
advancement of knowledge. Central to its mission is the empowering of
individuals and institutions to participate meaningfully in civil
society. IREX administers programs between the United States and Eastern
Europe, the New Independent States (NIS), Asia, and the Near East.
SUMMARY OF POSITION:
This position will report to the CFO and support three program divisions
in the oversight and monitoring of grants, cooperative agreements and
contracts from USAID, Department of State and private funders. The
Grants Officer shall share the portfolio of contracts, grants and
cooperative agreement as lead or back-up. Responsibilities include but
are not limited to: administration of agreements; development,
negotiation and monitoring of subagreements and procurements; liaison
and correspondence to Agreement Officers; compliance with all reporting
requirement; review of cost proposals.
Ideal candidate will understand and interpret contracts, grants and
cooperative agreement terms and conditions, OMB A-110, A-122 and A-133
provisions, and Government agency supplemental regulatory
clauses/provisions for IREX staff; provide guidance to staff and
management on contractual issues based on agreement documents,
procurement regulations.
QUALIFICATIONS:
* BA/BS Degree required;
* Minimum five years of contract administration of US Government
awards, including USAID and Department of State;
* Prior experience with international not-for-profit organizations
preferred;
* Working knowledge of OMB Circulars A110, A122, A133, FARs and
ADS.
* Proficiency in MS Office software: WORD and EXCEL
* Excellent verbal and written communications skills with
demonstrated ability to interact with culturally and linguistically
diverse individuals.
