TITLE: Country Program Directors (4), Central Asia
REPORTS TO: Regional Director, CAR Combating Human Trafficking; Almaty,
Kazakhstan POSITIONS LOCATIONS: Almaty, Kazakhstan; Tashkent,
Uzbekistan; Bishkek, Kyrgyzstan; and Dushanbe, Tajikistan
Positions are open to citizens of Central Asia and are contingent upon
funding.

SUMMARY OF POSITION: IREX seeks applicants for four Country Program
Coordinators positions, one each in Kazakhstan, Uzbekistan, Kyrgyzstan,
and Tajikistan. This is part of IREX's bid to administer USAID's
program Combating Human Trafficking in Central Asia (RFA Number
DM122-03-013). Per the RFA, "The primary objective of this activity is
to educate the public on the dangers of human trafficking, assist in
developing appropriate legislation to combat human trafficking and
provide protection services to trafficked victims through a combination
of information dissemination, technical assistance and training." To

Applicants are solicited to work full-time on this two-year program.
Each Country Program Coordinator will direct and oversee all work
performed in their respective country, under the guidance of the
program's Regional Director. While each position will be based in the
countries' capital cities, they will all involve significant travel
within country and regionally within Central Asia.
RESPONSIBILITIES AND DUTIES:
* Manage and monitor all program components in respective
country-training, technical assistance, grant-giving; * Supervise
in-country program staff and manage office operations; * Provide to
Regional Director work plans, staffing plans, budgets and monthly fiscal
and program reports; * Conduct program outreach and recruitment; *
Submit to Regional Director all proposed work plans, staffing plans, and
budgets; * Oversee the quality, cost, and timeliness of performance of
all work performed in respective country.
QUALIFICATIONS:
Candidates must be well organized, able to work independently, skilled
at handling multiple tasks, able to adhere to deadlines, and willing to
travel extensively. Other specific qualifications should include at a
minimum:
* Significant professional experience managing civil
society-strengthening or gender-focused projects in Central Asia; *
Solid understanding of political, economic, and social issues in Central
Asia; * Familiarity with the phenomenon of international human
trafficking (gender, economic, corruption, and legal issues), especially
in Central Asia; * Experience working with USG funding agencies in a
management capacity (USAID experience strongly preferred); * Ability to
manage multiple activities dealing with complex issues related to local
NGO management and civil society development simultaneously; * Excellent
interpersonal skills and the ability to communicate and work effectively
with project stakeholders to ensure the successful completion of project
activities; * Knowledge of computers and relevant software (MS Office,
Excel, etc.), ICT skills helpful; * Fluency in English; Russian language
ability a plus.
