TITLE: Regional Director, Combating Human Trafficking in Central Asia 
DIVISION: Partnerships and Training Division (PTD)  
LOCATION: Almaty, Kazakhstan
REPORTS TO: Director, PTD; IREX/DC 
This position is available pending funding from USAID. 
ABOUT IREX: IREX is an international nonprofit organization dedicated to
the advancement of knowledge. Central to its mission is the empowering
of individuals and institutions to participate meaningfully in civil
society. IREX administers programs between the United States and Eastern
Europe, the New Independent States (NIS), Asia, and the Near East.
SUMMARY OF POSITION: IREX seeks applicants for the position of Regional
Director for a substantial anti-trafficking project headquartered in
Almaty and implemented in Kazakhstan, Kyrgyzstan, Tajikistan, and
Uzbekistan. His/her services will be solicited on a full-time basis for
two years to manage a program to strengthen efforts in human trafficking
prevention and protection. The primary objectives of the Combating Human
Trafficking in Central Asia project are to: increase public awareness of
the dangers of human trafficking, assist in developing legislation to
combat human trafficking, and provide protection services to trafficking
victims through information dissemination, technical assistance, and
training. The Regional Director will direct and oversee all work
performed under the project and will be the primary point of contact
with the USAID/CAR Mission.
The position will be based in Almaty but will involve significant travel
to other cities within Kazakhstan and Kyrgyzstan, Uzbekistan, and
Tajikistan to work with local staff, NGOs and institutions to coordinate
anti-trafficking initiatives under this program.
JOB DESCRIPTION: Responsibilities include, but are not limited to:
*	Manage overall program planning, implementation and evaluation;
*	Coordinate program activities and staff in four countries;
*	Oversee office operations, and provide monthly fiscal and
program reports;
*	Conduct program outreach and recruitment;
*	Approve and submit to USAID all proposed workplans, staffing
plans, and budgets; and
*	Responsible for the quality, cost, and timeliness of performance
of all work performed under this project. 
*	Serve as main point of contact for USAID/CAR; 
QUALIFICATIONS: Candidates must be well organized, able to work
independently, skilled at handling multiple tasks, and able to adhere to
deadlines. 
Other qualifications required at a minimum:
*	Practical experience implementing women's empowerment or
gender-focused programs, experience with trafficking prevention and/or
protection programs preferred;
*	Three years of international technical assistance project
management experience, preferably in Central Asia;
*	Knowledge of trafficking issues, including anti-trafficking
legislation, in Central Asia; 
*	Excellent interpersonal skills and the ability to communicate
and work effectively with project stakeholders to ensure the successful
completion of project activities;
*	Experience working with USG funding agencies (USAID experience
strongly preferred);
*	Solid understanding of political and social issues in Central
Asia; 
*	Fluency in a Central Asian language or Russian preferred;
*	A master's degree in a relevant discipline, or equivalent
experience.
