Expert Sought in Decentralized Child Welfare Services--Romania
A consultant organization requires a short-term International Expert in child welfare services on a Phare project. The work will take place between late September 2003 and the end of March 2004. The expert will be required for 66 person/days in 1 and 2 week periods.

Background: 
The consultant is providing Technical Assistance to a multi-annual Phare grant programme in an Eastern European country. The programme has the prime objectives of closing large old style institutions for children and preventing the abandonment of children by enabling the local authorities to provide infrastructure, materials, and staff for new child welfare services. The consultant has been asked to provide an environment to allow the practical implementation of the new services in accordance with the spirit and philosophy of the UN Convention on the Rights of the Child and the European Convention on Human Rights. The National Standards for the new services are currently under preparation. 
The Work:
_To organize and act as moderator at two rounds of 4 Regional Conferences and one National Conference of key social workers/managers of the Child Welfare departments within the local Authorities
_To develop the curricula for seminars/ workshops that will provide advice, examples, tools, etc., to enable the delegates to learn how to properly implement the new services in accordance with the conventions
_To facilitate a working group of 8 managers, representing the 4 regions, that will:
1. liaise with the National Authority that is preparing the standards and act as the representatives of the local authorities in this matter
2. assist the International expert to present the seminars/ workshops
3. form the core of a resource group that will continue after the programme 
The consultant has a project office in the country with 20 long-term international and local experts who will provide support and logistics for this work.
Qualifications Sought in the International Expert:
§ University degree (preferably in law or social sciences)
§ Minimum 10 years of professional experience in the provision of
child welfare services 
§ Experience in the organisation of seminars and training 
§ Strong administrative skills
§ Good written and oral communication skills
§ Strong interpersonal skills
§ Experience in project management with multilateral assistance
programmes and procedures
