Capacity-Building in Social Policy Reform - Moldova -

Please note that candidates for all positions, in order to be considered,
must be nationals of one of the EU Member States or of one of the PHARE or
TACIS Countries.
The project is expected to commence in the beginning of November 2003 and
have a maximum duration of 26 months. The project activities take place in
Chisinau, Moldova, and in one pilot area, which will be selected during the
inception phase.

1. Key Expert 1 - Team Leader (Social Work Expert)
A Team Leader for the whole duration of the project. He/she will serve all
the project components as well as the general management of the project.
He/she will:
· Hold the full responsibility for the provision of deliverables including
the development and implementation of alternative childcare models in the
pilot region
· Hold the project's authority, which however, can be partially delegated to
other members of the team, in keeping with the methodology suggested by the
Consultant
The Team Leader must be social work specialist with an extensive experience
in providing social services to children at risk and practical experience in
the reform of social services in EU, Eastern Europe and/or CIS countries
Qualifications and Skills:
The Team Leader should have considerable experience in:
· Managing a team composed of international and local technical specialists;
· Supervising and co-ordinating all aspects of the project's technical work
· Ensuring good communication with the Project Partner Institution
· Organising and overseeing administrative and logistic support
General Professional Experience:
He/she should hold a university degree in Social Work and/or Social Pedagogy
and have at least 10 years of experience in the area of Social
Assistance/Social Work.
He/she should have at least 3 years of experience in technical assistance
projects in transition countries. Knowledge of Russian or Moldavian language
would be an asset.
2. Key Expert 2 - Specialist in Professional Training
The specialist in professional training will be an international expert and
will work a minimum of 18 months during the course of the project. He/she
will be responsible for the setting up of a national training system
for social workers and organise effective training for:
· Social workers providing services for the children
· Managers of the social sector
· Foster families and parents from family childcare house
He/she should hold a degree in Social Work, Sociology or Pedagogy and have
at least 10 years of professional experience in education and retraining of
social workers and related professions. He/she should have at least 3 years
experience in technical assistance projects in transition countries.
Knowledge of Russian or Moldavian language would be an asset.
3. Key Expert 3 - Specialist in Social Financing
The specialist will be an international expert and will work a minimum of 18
months during the implementation of the project. He/she will work with all
key stakeholders of the project and particularly with the Ministry of
Finance, in order to explore current funding mechanisms, and create new
lines of support to alternative forms of childcare. He/she will work in
close contact with the manager of FSP and collaborate with both the
Department of Education and the Department of labour and Social Policy of
the Ministry of Finance, as well as participate in sessions of the National
Council for the Protection of Children's Rights and in its commensurate
sub-commission.
He/she should hold a degree in economics and additional education in public
administration. He/she should have at least 10 years experience in public
finance and management of social financing schemes. He/she should also have
experience in the reform of social assistance system that has been gained in
the EU and in transition countries. Knowledge of Russian or Moldavian
language would be an asset.
4. Key Expert 4 - Lawyer/Legal Specialist
The Lawyer or Legal Specialist will work closely with both MoLSP and the
various Moldavian authorities including the parliament. He/she will be
involved in the preparation of sub-laws (regulations, decrees etc.) and
providing recommendation for the modification of legal documents.
Qualifications and Skills:
· At least 10 years professional experience;
· Strong expertise in legal aspects of social protection;
· Experience in implementation and enforcement of EU/CEEC´s social
assistance regulations;
· Experience in working with state institutions and with senior politicians
and officials in an advisory role
· Experience in transition countries
He/she will work a minimum of 10 months during the implementation of the
project. Knowledge of Russian or Moldavian language would be an asset.
