IMPROVEMENT OF HEALTH STATUS MONITORING AND EVALUATION CAPACITY
IN THE FRAMEWORK OF HEALTH CARE SYSTEM REFORM--ROMANIA
Programme: EU Phare
Expected commencement of the project: late 2003.
Project duration: 24 months.
Location: The project will be implemented nation-wide after running pilots
at district level.
Four consultants are sought with the following responsibilities:
1. Team leader, an MD with a graduate degree in public health
2. Senior public health specialist
3. Expert on Information Management and Information Technology &
Communication
4. Expert on Human Resources Development
Consultants must have the nationality of one of the EU Member States or of
states benefiting from the PHARE Programme.

Project description
The monitoring system for NCD (including the National Register for Cancer
Patients, NRCP) needs adaptation to new information requirements, both from
a national as well as from a European perspective. The information system
needs to shift from a centralised system towards a system allowing feedback
and interchange of information vertically and horizontally between health
service providers and policy makers at different levels of the health
system. A new information system, which allows exchange of data through
Internet, should support this. All involved health institutes should
participate and exchange data, including the private sector. As far as the
NCD are concerned, the present system monitors a large number of diseases.
The quality of the present data on NCD, reported mainly by family doctors,
is poor and should be improved. It is essential that consensus is reached on
which diseases should be monitored and in which way. A sentinel network in
the primary sector, together with nation-wide discharge data from the
secondary sector (DRG-based) could probably fulfil the general information
needs on NCD. Regular surveys on, for example, risk factors and lifestyle,
could complete the picture on NCD.
The main problems of the NRCP are the incompleteness of the data as well as
the poor quality of the data. The project aims at increasing the
completeness and at introducing quality control mechanisms at the different
levels of the system. International guidelines, e.g. on coding, quality
control and privacy, should be introduced at all levels of the monitoring
system. New registration forms and coding manuals also could contribute to
improved data quality. All available sources of notification, including
trace back of death certificates, should be used in future in order to
increase the completeness. At present, oncologists are the data suppliers.
Registration clerks should be appointed to do the registration work for the
oncologists. This may also improve the quality and completeness of the data.
Epidemiologists should be trained in the field of cancer epidemiology. The
introduction of regional cancer registries covering a number of districts
might be considered. The project will be developed under the guidance of the
MoHF and of a Steering Committee.
Nature of services to be provided
The services provided by the Contract are of advisory character, and thus
the Contractor shall not have decision-making responsibility. The Consultant
is fully responsible for a sound and results-oriented administrative and
financial management of the Project implementation. It must observe the
Contract Conditions stipulated in the General Conditions for Service
Contracts financed by the European Community and the special conditions
provided under the contract.
The following services are to be provided under this contract:
* Assessment of the existing legislation and regulations, monitoring system
for NCD (including its resources and the information system) and current
national cancer prevention programs
* Design and implementation of an improved monitoring and evaluation system
for NCD
* Design and implementation of an improved cancer registry
* Design and development of an IT network for the monitoring system for NCD
and the cancer registry (including Quality Assurance and Quality Control
mechanisms)
* Improvement of the effectiveness of cervical and breast cancer prevention
programs
* Design of a Human Resource Policy
* Design and implementation of a training programme
Positions:
Key Expert 1: Team Leader
Time input: 21 man months
Qualifications and skills:
* medical doctor with a post graduate degree in public health
* a very good working command of English (spoken and written) is required.
Command of French is an advantage.
* good communication, social, and diplomatic skills
General professional experience
- 15 years of experience in public health
- 10 years in project management
Specific professional experience
- First-hand experience of disease surveillance/information system and
health reform in CEE countries required
- Recent and relevant experience in Romania asset.
Main responsibilities
- managing a team composed of international and local specialists;
- supervising and co-ordinating all technical aspects of a contract;
- ensuring good client communication;
- organising and overseeing administrative and logistical support;
- reporting
Key Expert 2: Senior public health specialist
Time input: 16 man months
Qualifications and skills
* senior Public Health specialist with a university degree and proven
experience in epidemiology of NCD.
* a very good working command of English (spoken and written) is required.
Command of French is an advantage.
* good communication, social, and diplomatic skills
General professional experience
- at least 15 years of experience in epidemiology of NCD
- first hand knowledge of health information systems
Specific professional experience
- knowledge of non-communicable diseases monitoring;
- knowledge of registration systems for non-communicable diseases, including
cancer registry;
- knowledge of international (EU) guidelines for registration of
non-communicable diseases;
- previous working experience in the (public) health sector of CEE countries
is an asset;
- previous working experience in Romania is an asset;
Main responsibilities
* co-ordinate the activity concerning the definition of evidence based
public health priorities and selection of monitoring indicators
* supervise the pilot activities
* co-ordinate the implementation of the new system for NCD at national,
regional and district level
* co-ordinate the activities concerning cancer prevention and reference
system
Key expert 3: Expert on Information Management and Information Technology &
Communication
Time input: 6 man months
Qualifications and skills
* Full university degree in ITM or computer sciences
* A very good working command of English (spoken and written) is required.
Command of French (spoken) is an advantage.
*a proven experience in design and implementation of communication networks,
as well as in system analysis
* managerial and analytical skills
General professional experience
- at least 15 years experience in designing, managing, supervising,
implementing, monitoring and evaluation of information management policies.
- familiar with the EC procurement rules and experience in drafting
Technical Specification accordingly
- familiar with EU cancer registries
Main responsibilities
* coordinate the activity concerning the definition of information
requirements and of scenario development
* supervise the development of new software for NCD and cancer (tender
dossier, contracting)
* co-ordinate and assisst the design of a national IT network
* supervise the establishment of an IT network in pilot districts
Key expert 4 : Expert on Human Resources Development
* Time input: 3 man months
* Qualifications and skills
* university degree in Business and Administration
* postgraduate specialization in Public Health
* extensive skills in assessing training needs, elaborating training
strategies
* experience in designing and updating job descriptions, reviewing
personnel management rules, designing evaluation mechanisms
* A very good working command of English (spoken and written) is required.
Command of French (spoken) is an advantage.

* previous experience in CEE countries, especially in the health sector.
