Project Director, Mexico  (Human Rights Defender Project)
Freedom House is seeking a Project Director for its Mexico Human Rights
Defender Project, which provides support to Mexican non-governmental
organizations, legal defenders, and journalists. The Project Director will
be responsible for designing, implementing, and overseeing on-ground support
provided to Mexican counterparts in the form of training, technical
assistance, and grants. The Project Director will also be responsible for
financial management, staff supervision, general oversight of daily office
management, public relations, and will serve as the main contact for USAID,
the funding agency. The Project Director will report to the Director for the
RIGHTS (Rule of Law Initiative/Global Human Rights Training & Support)
Program and will be based in  Mexico City with travel to other parts of
Mexico.  The position is available immediately.
Qualifications: the ideal candidate will have at least 5 years of experience
in the human rights field including human rights monitoring, reporting, and
advocacy, experience in project management; experience in living abroad;
knowledge of legal reform and human rights in Latin America; a working
knowledge of the Mexican political and legal environment; and experience in
supervising a staff, especially in a cross-cultural setting. The Project
Director must be fluent in Spanish.  Post-graduate study in international
human rights standards or law degree is preferred.
Responsibilities will include: develop relationships with Mexican
counterparts; design a strategy and programs to strengthen the work of
Mexican counterparts through training, technical assistance and grants;
oversee training, technical assistance and grants; assist in monitoring and
evaluation of project; oversee financial management of project; oversee
in-country project staff; and liaise with USAID.

Torture Prevention and Treatment of Torture Survivors project, which
provides support to Mexican non-governmental organizations working in
torture treatment and prevention. The Project Director will be responsible
for designing, implementing, and overseeing on-ground support provided to
Mexican counterparts in the form of training, technical assistance, and
grants. The Project Director will also be responsible for financial
management, staff supervision, general oversight of daily office management,
public relations, and will serve as the main contact for USAID, the funding
agency. The Project Director will report to the Director for the RIGHTS
(Rule of Law Initiative/Global Human Rights Training & Support) Program and
will be based in either Mexico City or Oaxaca City, with travel to other
parts of Mexico.  The position is available immediately.
Qualifications: the ideal candidate will have at least 5 years of experience
managing human rights programs funded by USAID; substantial expertise on
issues related to torture prevention and familiarity with torture treatment;
a working knowledge of the Mexican political and legal environment; and
experience in supervising a staff, especially in a cross-cultural setting.
The Project Director must be fluent in Spanish. A graduate degree, medical
degree, or law degree is preferred.
Responsibilities will include: work to assess the needs of existing torture
treatment centers and prevention efforts; develop relationships with Mexican
counterparts; design a strategy and programs to strengthen the work of
Mexican counterparts through training, technical assistance and grants;
oversee training, technical assistance and grants; assist FH-DC with
selection and preparation of participants in U.S.-based exchanges and study
tours; assist FH-DC in design of in-country consultancies; assist in
monitoring and evaluation of project; oversee financial management of
project; oversee in-country project staff; and liaise with USAID.
