1. Justice System Strategy Advisor - Kosovo
DPK seeks an experienced justice system strategy advisor for a long-term (3
year) position in Kosovo.  Advisor will work with legal community and civil
society to define the structure and functions of the future Kosovar justice
system and develop an action plan, milestones, and practical and
participatory mechanisms for the transition to a fully "Kosovarized" system.
Other duties include:
�        Lead participatory processes for drafting or revising legislations
needed for the transition
�        Engage and consult extensively with Kosovar and UNMIK stakeholders
to develop the action plan and guide the transition process
�        Assist the conceptual formulation and drafting of new laws and
secondary legislation, or amendments thereto, relating to the structure and
functions of the judiciary and other legal sector institutions and to the
procedures under which the courts operate
�        Provide assistance to determine the appropriate organizational
structure and functions of new or restructured legal institutions
�        Make operational any new or restructured legal institutions and/or
new or revised procedures for case processing adopted by the Kosovar
government.
Applicants must hold a JD or other doctoral level law degree and be admitted
to a bar association in his/her country of origin/residence.  He/she must
have 10-15 years of progressively more responsible legal work experience.
Working knowledge of and experience with civil legal systems required.
Applicants must have 5 years working in judicial and legal reform projects
in foreign countries.  Previous regional experience desired.
Applicant must have excellent written and spoken English.  Knowledge of

2. Public Awareness Advisor - Kosovo
DPK Consulting seeks an experienced public awareness advisor for a long-term
assignment to support justice system reform activity in Kosovo. Advisor will
work within the Kosovo Department of Justice to coordinate, develop, and
promote general and targeted campaigns and strategies to increase public
awareness and understanding of recent and continuing changes to the legal
system and what they should expect of courts and legal professionals.
Advisor will coordinate activities with other donor efforts in public
awareness and access to justice.  Individual will support other project
advisors with the conduct of meetings, seminars, conferences and workshops
necessary to support law drafting processes, build consensus for solutions,
and disseminate information on new or draft laws.
Applicants must have excellent written and spoken English.  Knowledge of
Albanian and Serbian, or familiarity with other Slavic language preferred.
Prior experience in directing large-scale public awareness campaigns and
working at the nexus of human rights, media, and civil society to build
support for justice sector reforms preferred.

3.  Legal Profession Discipline Advisor - Kosovo
DPK Consulting seeks a legal profession discipline advisor for a long-term
assignment (3 years) to support justice system reform activity in Kosovo,
focusing on discipline of judges and prosecutors. Advisor will be placed
within the Kosovo Department of Justice Judicial Development Division and
work closely with Kosovo Judicial and Prosecutorial Council and the Judicial
Inspection Unit.  Advisor will be responsible for establishing functioning
disciplinary systems for legal professional that meet international
standards for impartiality and judicial independence.
Advisor will also cooperate with ABA/CEELI's work in developing a
well-functioning disciplinary system for lawyers.  Applicants must hold a JD
or other doctoral level law degree and be admitted to a bar association in
his/her country of origin/residence.  He/she must have 10 years of
progressively more responsible legal work experience.  Working knowledge of
and experience with civil legal systems required.

4. Court Administration Advisor - Kosovo
DPK Consulting seeks a court administration advisor for a long-term
assignment to support justice system reform activity in Kosovo, specifically
to help court administrators and other legal professionals meet European and
international standards relating to protection and respect for legal rights
and overall effective and impartial legal system performance. Advisor will
be placed within the Kosovo Department of Judicial Administration (DJA),
advising the Director on key professional and legal issues related to court
operations, including the coordination of donor assistance.  Advisor will
act as a liaison between the DJA, responsible for court operations, and the
Department of Justice. Specific duties will include:
--to develop and implement effective systems for the execution of civil
judgments
--to install local area networks
--to develop demonstration programs for accurately and efficiently recording
court procedures
--to insure legal professionals have adequate access to the text of laws and
decisions
--to ensure court administration systems implemented to date continue to
operate smoothly
--to continue file purging and archiving
--to continue the process of court automation
--to increase transparency and make court operations more open and
accessible to the public
Applicants must have 10 years of progressively more responsible legal work
experience as a court administrator.  Working knowledge of and experience

court administration programs in foreign countries and experience working
