[CivilSoc] The Technical Cooperation debate - 3rd e-discussion

Dear friends, 
As you might know, the United Nations Development Programme (UNDP) is
currently leading and managing an international debate on the Technical
Cooperation reform. This debate includes workshops, electronic discussions
and publications. The third electronic discussion is starting next MOnday 7
October, and it is important for all of us to highlight in this context the
specific role of international and local volunteers in development
processes.

Your contributions -in English, French or Spanish- to the "Capacity
Development in Practice" electronic discussion (volunteer stories and
experiences, analysis of good practices) can help to recognize the important

* How to build trust, meaningful dialogue, commitment and self-confidence?
* When and How to use External Expertise ?
* How to ensure accountability to the ultimate beneficiaries of aid?
* How to pursue capacity development in fragile environments?
The answers to these and other questions can be found in the day-to-day work
of those engaged in development. There are no blueprints and contexts differ
widely but experiences that can be shared across borders. One can learn both
from success and failure and previous discussions have done more on the
latter. This forum focuses on an exchange of constructive ideas and real
examples of how things can be done to achieve lasting capacity.
<Context>
The e-discussion is part of the UNDP initiative on "Reforming Technical
Cooperation for Capacity Development" and many of you have participated in
the earlier e-discussions. These fed into the work in the context of two
roundtables in Geneva and Turin and have contributed to a range of studies
that have been conducted in the context of the initiative. Much of the
research has been published on the project website www.undp.org/capacity and
is being transformed into a series of books.
The first of these books has spelled out an emerging new paradigm of
capacity development with a selection of articles reflecting on ownership,
civic engagement and knowledge acquisition. The overview of this first book
is recommended as background reading. It can be found at

A second book documenting the results of the country level research in
forthcoming in October and a number of research papers will shortly be
published in the UNDP policy journal.
This e-discussion will directly feed into a third book with the working
title "Let people make their own mistakes - Capacity Development in
Practice". The title is not to suggest that one cannot learn from the
mistakes and lessons of others and of the past. To the contrary it builds on
the premise that there are tremendous opportunities for knowledge
acquisition and learning following the motto "scan globally, reinvent
locally". To this very end it will include a selection of cases that
exemplify experiences and insights on how to effectively promote the
development of lasting indigenous capacities.
<How the Forum will Work>
The forum will run over 4 weeks with weekly topics relating to the questions
above. It is moderated by Tony Land. At the beginning of each week you will
receive a short note framing the topic. To stimulate a real exchange and to
set the tone the moderator will share insights and cases as the discussion
progresses, and participants are invited to do the same. A weekly digest of
the e-discussion proceedings will be produced.
Please do not be surprised if the team follows up with you on specific
contributions. The experiences are valuable for others. Therefore we would
like to document the most enlightening ones in our series "Insights in a
1000 words" (http://capacity.undp.org/cases/insights/index.html) and a
selection may be included in the book mentioned above.
We are looking forward to your participation. Please let you friends and
colleagues know about this discussion, which we hope will be a useful
learning experience for all participants.
