CONTINGENT UPON AWARD OF CONTRACT
TITLE: Chief of Party, Media Innovations Program for Georgia
LOCATION: Tbilisi, Georgia
REPORTS TO: Senior Program Officer
ABOUT IREX: IREX is an international nonprofit organization dedicated to
the advancement of knowledge. Central to its mission is the empowering of
individuals and institutions to participate meaningfully in civil society.
IREX administers programs between the United States and Eastern Europe, the
New Independent States (NIS), Asia, and the Near East.
SUMMARY OF POSITION:
The Chief of Party (COP) will be based in Tbilisi and be responsible for
overseeing the first two years of implementation of a USAID-funded program
to improve the professionalism and financial viability of media in Georgia.
The COP's services will be required on a full-time basis during these two
years.
RESPONSIBILITIES:
Primary responsibilities include the following:
� Oversee services provided to a variety of Georgian broadcast and
print media that have applied to IREX for training, grants, or business
consulting.
� Manage selection of new outlets that have applied for assistance.
� Manage local staff that assists with project management and
training.
� Oversee selection of short-term expatriate and local consultants.
� Be able to identify the needs of each media outlet, on both the
journalism and commercial sides.
� Be able to conduct training in all or most of the following:
production, management, finance training, sales, marketing, etc.
QUALIFICATIONS:
The ideal candidate will be an expatriate and have many, if not all, of the
following qualifications:
� Experience and expertise in both television and radio.
� Experience should ideally include management and sales management.
� Sufficient knowledge of programming, news, and production to be able
to evaluate proposals from Georgian grant applicants.
� Engineering/technical background would be a plus.
� Significant commercial media experience.
� Work in advertising agencies or station representative companies
would be a plus, but not required.
� English language fluency required; Russian and/or Georgian language
working knowledge desirable.
� Past experience working with foreign donors (preferably with USAID)
on development programs, particularly civil society and media programs;
� Demonstrated ability to effectively manage a diverse team of
employees, including expatriate and local staff;
� Strong interpersonal skills, ability to interact effectively with
Georgian Government representatives on a national and local level,
representatives of media, NGOs, and corporate sector leaders, as well as
in-country and foreign experts;
