TITLE: Regional Project Director
DIVISION: Partnerships and Training Division (PTD)
LOCATION: Almaty, Kazakhstan
REPORTS TO: IREX Country Director, PTD; IREX/Central Asia
This position is contingent upon funding.
ABOUT IREX: IREX is an international nonprofit organization dedicated to the
advancement of knowledge. Central to its mission is the empowering of
individuals and institutions to participate meaningfully in civil society.
IREX administers programs between the United States and Europe, Eurasia, the
Near East, and Asia.
SUMMARY OF POSITION: IREX seeks applicants for the position of Project
Director for a substantial women's leadership project to be based in Central
Asia (Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan). His/her services
will be solicited on a full-time basis for 24 months to manage a program to
promote women in public life. The Project Director will direct and oversee
all work performed under the project and will oversee program staff in each
of the four countries designated for the project.
The position will be based in Almaty but will involve significant travel to
other cities and regions within the four countries to coordinate with
program staff and visit local NGOs and institutions to direct initiatives
under this program.
JOB DESCRIPTION: Responsibilities include, but are not limited to:
� Management of the program including supervising local staff,
managing office operations, and providing monthly fiscal and program
reports;
� Manage and monitor all program components - outreach and awareness
campaigns, training, grant-giving, and technical assistance;
� Conduct program outreach and recruitment;
� Approve and submit to funder all proposed workplans, staffing plans,
and budgets; and
� Responsible for the quality, cost, and timeliness of performance of
all work performed under this project.
QUALIFICATIONS: Candidates must be either U.S. or local citizens, well
organized, able to work independently, skilled at handling multiple tasks,
and able to adhere to deadlines.
Other qualifications required at a minimum:
� Demonstrated knowledge of women's issues and relevant women's
organizations in the region;
� Familiarity with training and technical assistance with regards to
gender issues-related programs;
� Three years of international project management experience,
preferably in Central Asia;
� Coalition-building and advocacy experience preferred;
� Experience working with USG funding agencies;
� Excellent interpersonal and organizational skills, and the ability
to negotiate with local and International officials, NGO representatives,
and community stakeholders to ensure the successful completion of project
activities;
� Solid understanding of political and social issues in the region;
knowledge of Russian or Central Asian language preferred; and
� Willingness to travel on a regular basis.
