[CivilSoc] Position--CARE, Azerbaijan, Chief of Party

In response to a proposal to USAID, CARE Azerbaijan is searching for a Chief
of Party to lead a project intended to support the ability for issue based,
formal and informal associations/advocacy groups to be organized and active,
with improved capacity for public outreach and advocacy, and improved
organizational management.  This two-year project will work complementarily
with various organizations to support the other results under this USAID
Strategic Objective, including "legal and policy environment supports civil
society and media development", and "increased access to objective/varied
information".
The project is intended to provide training and technical assistance to a
core group of NGOs in a number of organizational areas, as well as to build
the local capacity of counterpart NGOs to continue to provide this type of
technical training beyond the life of the project.  This training and
technical assistance will be complemented by a number of activities intended
to promote community participation, dialogue with other stakeholders and
advocacy efforts.
Some specific responsibilities include:  provide general oversight and
specific direction for the project; assess abilities of NGOs to participate
successfully in the Project, and including an assessment of their ability to
sustain their involvement in the development process beyond the life of the
Project; identify opportunities for, and support the ability of, local NGOs
to promote public outreach and advocacy; provide oversight to the
development and implementation of a sub-grants management system in support
of civil society strengthening; approve and submit to USAID all reports;
negotiate agreements with Azeri NGOs/CBOs; mobilize local civil society
experts as necessary; make effective written and oral presentations about
the project, opportunities, challenges and lessons learned; travel
extensively to sites within Azerbaijan for project management and monitoring
purposes; responsible for the quality, cost and timeliness of performance of
all work performed under this Agreement.
Required qualifications:  a Master's Degree in appropriate field or
equivalent combination of education and work experience; thorough
understanding of the issues surrounding NGO/CBO and civil society
development in transitional countries; at least five years experience
working with foreign donors (preferably with USAID) on development programs,
particularly civil society programs in Azerbaijan and the Newly Independent
States; demonstrated ability to effectively manage a diverse team of
employees, including expatriate and local staff; strong interpersonal
skills, ability to interact effectively with Azerbaijani Government
representatives on a national and local level, representatives of NGOs,
media and corporate sector leaders, as well as in-country and foreign
experts; experience working with conflict resolution; familiarity with USAID
regulations and procedures; English language fluency required. Desire
candidates with Azeri and/or Russian language.  Based in Baku.
