TITLE: Regional Director, IREX/Caucasus
REPORTS TO: Field Operations Manager, IREX/Washington
POSITION LOCATION: Yerevan, Armenia
ABOUT IREX: 
IREX is an international nonprofit organization dedicated to the advancement
of knowledge. Central to its mission is the empowering of individuals and
institutions to participate meaningfully in civil society.  IREX administers
programs between the United States and the countries of Eastern Europe, the
New Independent States, Asia, and the Near East.  IREX fosters excellence in
services to internal and external customers and encourages all staff to
continuously improve the systems and processes that are essential to our
work.
ABOUT IREX IN THE CAUCASUS:
IREX has had an on-the-ground presence in the Caucasus since 1992, when it
opened its Yerevan, Armenia field office.  Offices in Tbilisi, Georgia and
Baku, Azerbaijan followed in 1994 and 1998 respectively.  IREX programs in
the region span academic exchanges and advising, Internet access and
training, curriculum reform, development of independent media, and
professional training.
SUMMARY OF POSITION: 
IREX seeks candidate for a Regional Director's position to manage IREX
operations in the Caucasus (Armenia, Azerbaijan, Georgia).  This position
supervises approximately 20 staff and representatives throughout the region.
While based in Yerevan, extensive travel is required to regional IREX
offices.  The position is available immediately.
RESPONSIBILITIES:
Primary responsibilities include the following:
Management of the IREX operations in the Caucasus including supervising
local staff, managing office operations, providing monthly fiscal and
program reports, acting as liaison with US Government funding agencies,
outreach to host country governmental and non-governmental counterparts 
On-site implementation of IREX academic, policy and professional training
programs in the Caucasus, including publicity, recruitment, selection and
orientations, tracking alumni and developing alumni activities 
Representation of IREX endeavors and support of IREX program development
through outreach in the scholarly, policy, diplomatic, corporate, and NGO
communities in the Caucasus 
Identifying new funding sources and coordinating local fundraising efforts
with Development in IREX/Washington 
In close cooperation with IREX/Washington program divisions and Development,
exploration, development and promotion of new IREX program directives in the
Caucasus 
QUALIFICATIONS:
Candidates must be well organized, able to work independently, skilled at
prioritizing and handling multiple tasks, and willing to travel extensively
within the Caucasus and the NIS.  Other specific qualifications should
include at a minimum: 
A Master's degree or equivalent in a relevant discipline 
An advanced command of the Russian language or local language 
Minimum two years professional and/or living experience in the NIS 
Excellent interpersonal and organizational skills 
Basic knowledge of political, economic and social issues in the NIS 
Ability to work in a team environment 
Knowledge of computers and relevant software (MS Office, Excel, etc.)
