CALL FOR ARTICLES
Aspekty Samovriaduvannia (Aspects of Local Government), a quarterly
Ukrainian-language journal on local government issues, is currently seeking
submissions for its winter 2002 issue.
The journal has an audience of approximately 4000 local government
officials, national and local policy-makers, and related organizations in
Ukraine.
While submissions on any topic relevant to local government in Ukraine are
always considered, preference in upcoming issues will be given to:
Local Elections
- Modern methodologies applicable in Ukraine
Lobbying
- Role of professional lobbyist
- Rules and regulations governing lobbying
- Experience of independent policy groups and parties; NGO and party
development projects in Ukraine
- Accountability and responsiveness of representatives in Ukraine
Mass Media
- Local government relations with independent media
- Solutions for rural information and mass media scarcity
Community Development
- Zoning as an administrative and development tool for local governments
- Competitive bidding: what does and doesn't work, and why
Submissions in English or Ukrainian are preferred. Articles may be
previously published, unless already widely distributed in Ukraine.
Deadline for winter issue January 1, 2002

Aspekty is intended to be a forum for information sharing and discussion
about local government in Ukraine, and a resource for policy-makers and
practitioners. The journal is distributed to about 4000 concerned
individuals and organizations in Ukraine, and typically includes articles
by mayors, government practitioners, academics, and other observers of
local government in Ukraine, Poland, the United States, and other
countries. Themes include world practices in local government, changes in
legislation or reforms, and the perspectives of key players in local
government in Ukraine and abroad. The journal also includes case studies on
communities that have employed innovative practices and improved local
government transparency, efficiency, responsiveness, or effectiveness.
Aspekty Samovriaduvannia is published as part of the USAID-funded Community
Partnership Project for Local Government Training and Education (CPP). For
