Potential Job Opening on Sakhalin
The Foundation for Russian American Economic Cooperation is seeking
interested applicants for a potential Deputy Program Manager position to
oversee implementation of US-RFE Partnership grants.  The position is
contingent on the award of a cooperative agreement with USAID to administer
the program.  In preparation of a proposal to implement the program, FRAEC
is soliciting resumes and statements of interest from qualified candidates.

Program Description
The U.S.-Russian Far East Partnership program will promote U.S. West Coast
and Russian Far East collaboration and the integration of the RFE into the
Pacific Rim.  The Partnership Activity is planned as a three-year program to
promote and manage Partnership Grants to US and Russian organizations,
provide training and technical assistance,  planning and coordination of
non-grant activities which contribute to the objectives of the Partnership
Activity (such as organizational development, product dissemination,
sustainability), developing networks and sharing of lessons learned, and
monitoring and evaluation.
Responsibilities
This would be a full-time position based in Yuzhno-Sakhalinsk that requires
extensive travel in the Russian Far East to project sites.  The DPM will
work in coordination with the Program Manager to develop partnerships and
oversee grants.  In coordination with other office support staff, the DPM
will organize workshops, seminars and other technical assistance for
grantees.
Qualifications:
Candidates must have a minimum of a Master�s Degree equivalent in social
science, management, public administration or international relations.  S/he
must be capable of maintaining good relations with regional and local
officials, NGOs, private sector representatives, USAID, and other personnel
associated with this program.  Strong spoken and written English language
skills and fluency in Russian are required.  Experience with Russian NGO
development, US-Russian cooperative activities and/or grants administration
are desirable.
