Russia, while claiming to be acting against 'terrorists,' has been engaged in a genocidal assault on Chechnya’s civilian population, killing tens of thousands, destroying cities and villages, eradicating Chechens’ cultural heritage, and driving nearly one million people from their homes." Based in Stockholm, and founded in 1995, the International Institute for Democracy and Electoral Assistance (IDEA) is an intergovernmental organization that seeks to "nurture and support sustainable democracy world-wide." |

IRI is "a nonprofit and nonpartisan organization dedicated to advancing democracy worldwide." It was established in 1983 and receives mostof its funding from the National Endowment for Democracy and USAID. |

IREX (the International Research & Exchanges Board) is "the premier US nonprofit organization specializing in higher education, independent media, Internet development, and civil society programs in the United States, Europe, Eurasia, the Near East, and Asia." |

ISAR, the Initiative for Social Action and Renewal in Eurasia, is a nonprofit organization whose mission is "to strengthen the ability of citizens and social change organizations in Eurasia and their colleagues in the US to influence decision-making, advance social justice, and promote environmentally sound stewardship of the earth's resources." ISAR has eight field offices in the nations of the former Soviet Union and has exceptional experience in the development of local NGOs in the region. |
