From 8 - 19 September the
Europa-Universität Viadrina, Frankfurt (Oder), Germany, holds its Summer Course:
The European System of Human Rights Protection. This comprehensive course has
been organised by and will be presented by a dedicated group of experienced and
experts teachers from universities in eleven European countries, co-ordinated by
the Viadrina European University Frankfurt (Oder). The other participants are
the Universities of Lund (Sweden), Oviedo (Spain), Utrecht (Netherlands), Turku
(Finland),
Aberystwyth (United Kingdom), Rennes I (France), Uppsala (Sweden), Lublin
(Poland), Maribor (Slovenia), Eötvös Lórand Budapest (Hungary) and Salzburg

An International Human Rights Academy
will be held in Ghent, Belgium, from 6-18 July. The Belgian Government is
providing financial support to the program. The various intensive courses that
make up the Academy are designed to provide high quality legal education in
comparative international human rights and in humanitarian law, with emphasis on
the practical aspects in the various fields. Participants normally have a
graduate level of education or through their professional experience have a
"fair knowledge of human rights law." Further information is available at

The OSCE Office for Democratic
Institutions and Human Rights (ODIHR) will hold a conference on anti-Semitism in
Vienna, 19-20 June 2003. The timetable, organizational modalities and

From June 14 - 15, 2003 there will be
an International Civil Society Conference in Mongolia on Democracy, Good
Governance and Civil Society. Conclusions and recommendations of the Forum will
feed into the 5th International Conference of New or Restored Democracies that
the Government of Mongolia will be hosting on June 18 - 19, 2003 in Ulaanbaatar.
The major goal of the International Civil Society Forum (ICSF) on Democracy,
Good Governance and Civil Society will be to explore the avenues for responding
to the challenges facing democratic movements and civil society organizations in
the countries of new and restored democracies by bringing together our own
analyses of the current status of democratic systems, institutions, and
processes worldwide. The Forum will also address the challenges to
democracy-building at global, regional and national levels, the nature of civil
society and its critical role in the processes of democratic
institutionalization and consolidation, especially in post-conflict countries.

7 May 2003 is the deadline for
applications for Partnership Activities between non-profit organizations in the
Russian Far East (RFE) and the U.S. is . This program supports non-commercial
initiatives that will strengthen democratic society, improve the economic
environment in the RFE and further integrate the RFE into the Pacific Rim.
Grants will be awarded to develop
new and existing partnerships between U.S. and Russian organizations focused on
the RFE. Grant activities may be planned for up to one year, beginning no
earlier than September 1, 2003 and ending no later than August 31, 2004. Further
